Job Offer Necessary?

This question I am asking for a friend of mine, who is interested to immigrate to Canada. He is currently in the US. Under the current immigration rules, is a job offer necessary to be able to be considered for Permanent Residency in Canada as a skilled worker? If there is any program (either at Federal or Provincial level) out there where one can apply for immigration as a skilled worker without job offer let me know.

A job offer isn't necessary. It certainly makes thins easier - but not necessary.

You can apply under Express Entry without a job offer - same goes for a number of the Provincial Nominee Programs. Full details can be found here: http://www.cic.gc.ca/english/immigrate/apply.asp

While that's technically true, could someone also confirm what it the CRS score range in which there is the most likely chance of getting an ITA when applying under Express Entry without a job offer for a Federal Skilled Worker category. Thanks!
