Job offer + LMIA for Post Graduate Work Permit

hey guys,
One of my friend is having a full time job offer and his company is ready to do LMIA for him. He is Database Analyst (2172), earning $25 an hour. He is confused about median wage requirements for his position. Could anyone explain If he is earning enough so he can get LMIA as per ontario LMIA Requirements and Regulations ?
If anyone has experience havin LMIA done for one...?

It shows Low as 18.50 and Median as 33.65.

Mine is $25 an hour. Would it be positive or nagative for LMIA since prevalent wage is concern to get LMIA ???

Based on what written here as the requirements:
