Which of the following should be used in a Job Offer letter:
  1. Should the letter state that the offer is to retain the employee if the PR application is approved? OR
  2. Should the letter state that the offer is for an additional 1 year if the PR application is approved?

Make sure that your employer has a LMIA for the job offer. Without it, you won't get any points for the job offer.

Make sure that your employer has a LMIA for the job offer. Without it, you won't get any points for the job offer.
That is not correct. People with LMIA-exempt work permits can also qualify for having a valid job offer, they have to meet a slightly different set of requirements.

Could you help me understand what are those requirements?
1) If I move to Canada on ICT - 50 points
2) If my employer extends me an offer letter with a full time position with one year of employment after getting PR - 50 points. Now should my employer have an LMIA approved job position to extend me the offer letter ?

??? No points for merely moving to Canada. Points for one year or more of work experience in Canada.

If you are on an ICT, you first have to work for that employer for a minimum of one year, and then obtain a new written offer of future employment (for at least one year after becoming a PR, or permanent employment) to be eligible for the 50 points. No LMIA is required if you are on an LMIA-exempt work permit with your employer named on the permit (closed).

Never said everyone needs a LMIA. Only a small fraction of people qualify for LMIA exemption. Most Express Entry applicants don't have it.
