There are different documents you get from the employer for a work permit vs. immigration.
The one for work permit is called LMO and is a bit harder to get. The employer has to prove that he has advertised extensively and not found any Canadians. In this economy, Service Canada has been cutting down on LMO's issued. Some say they are down to 25% of what they were a year go. If you did get an LMO issued, you can absolutely use it for a work permit and apply for your immigration later.
The document for immigration is called AEO and would allow you to apply for FSW category 2 or depending on the province, possibly for PNP nomination which you can then use to apply for residency.
