A real employer would never request a $812 fee. That's all he needs to know. It's a scam.
A everybody is saying, no real company will ask you for money. If he sends money he will never see it again and if he fills in forms he will have his identity stolen. If this explanation isn't enough, well.....

You should assume there is zero chance you will be able to get a job offer in Canada as a foreign worker.
If you want to move here, you should focus on applying to immigrate through an economic immigration program like Express Entry.
