what are you even talking about? you are asking about job offer, what does express entry has anything to do with it?
They ask me to pay for express entry, i am not in Canada , they are offering me project manager position and salary 15,985 Canadian dollar
haha, I've never heard of an employer asking to pay for express entry. They offer job and apply for LMIA. You get a work permit. You HAVE to apply for your express entry profile on your own.

that's per MONTH!? If so it's fake. If annually, it's too low.
How is express entry to do with work permit for foreign worker? Express entry is for immigration.
And why is anything to pay the Canadian immigration in $1000 US flat?
None of the fee for visa is in US$. It smells fishy even without further details.
That's annual salary of almost $200k! There is no way that they can't find another Canadian to take this job for a PM.
