Job NOC 2281 and NOC 2282 eligibility for CEC immigration?

My job titles below to

# 2281 Computer Network Technicians
# 2282 User Support Technicians

this 2 jobs are NOC Skill Level B

Both of them eligibility for CEC immigration?

Skill level B is eligible, yes, if you have 2 years of experience in Canada.

Does that 2yrs even apply .... if you are applying under post-graduate category and not as a foreign worker ??

If your education in Canada qualifies for the post-graduate category, and your work experience is post-graduation in Canada, then you need 1 year full-time equivalent of experience...
