Job Description from Employer Addressed to Whom?

Dears,

I am currently completing the documentation requirements for Canadian skilled immigration. I have asked my last employer for the detailed job description but they are saying that the job description letter will be addressed to one specific addressee i.e. ( may be Canadian High Commission). Can anyone guide me to whom it should be addressed? I shall be thankful.

It can be "To whomsoever it may concern" or to "IRCC"
