I want to change my job. If I have submitted my documents for pnp or if I have submitted my documents after ITA to IRCC, do I need to declare this job change to IRCC?

Depends on whether you have claimed points for having a job offer or if your PNP application was employer supported.

I have not claimed points for the new job offer. I am an outland applicant and have claimed my 3 years of work experience while submitting the documents. The job change is after 3 years.
