There is no "official" way to get jobs in Canada.
Job Bank is one option where employers can post to find candidates; but many Canadian employers use Indeed, LinkedIn and other websites.
There's no one process for applying -- you just need to apply on the website (or potentially send emails) and follow up with the recruiters.
Be aware of scams, however. They are many people who will "promise" you a work permit/visa for a fee. Employers cannot just give you a permit/visa.
