Each province has different streams to apply for nomination. You need to visit each province's website to find out about the streams for which you are eligible without a job offer. Few streams require a job offer, few do not need it.
Most popular ones without any job offer are:
1. OINP - Human Capital Priorities stream
2. SINP - Express Entry Stream
3. PEI - EOI system

Also, check for Alberta and British Columbia - whether they require job offer or not.
Google search for each province.
