Job Bank: How to Get Job Match?

Question 1: Does anyone got job match after registration? Message below is what I got from Job Match.

"..... Unfortunately, the service is unable to match your profile to job postings at the moment.
Is your job seeker profile active?
You must activate your profile to be matched to job postings. Go to the “Profile Settings” section to activate your profile.
Tips to increase your matches:
•Use the default matching mode.
•Expand your search area. Under the “Preferences” section, extend your search radius or add new locations.
•Update your profile by adding or removing work experiences..... "

Question 2: Is it likely for one who have never worked in Canada will get job offer via Job Bank?

Question 3: Any suggestion is welcome. Here is my brief profile.
- 31 years old, single
- 8 years experience in NOC 2134 Chemical Process Engineering
- Graduated in MASc in Canadian University in 2014, but I am now working in my home country. I want to go back to Canada for living.
- IELTS: L=7.0, R=6.5, W=6.5, S=7.0
- Submitted EE profile

You will probably have better luck using other job search websites. Job Bank does work, but I have found their matching to be extremely inconsistent. Try indeed.ca and workopolis - they are the other two most popular ones. Also, Google to see if there is any job search portal specific to your line of work.

From what I have read on this forum, it is extremely difficult to receive a job from outside Canada. Best bet is to apply after you receive PR and prepare to support yourself for the first 3 to 6 months after you land (without a job, unless you are prepared to do casuals) - again, this is based only on what I have read, NOT personal experience.
