In my experience, many jobs, especially ones that require supervision, the management already knows who they want to promote. However, they're required to advertise job openings. It wastes time for many people, including HR and hiring managers. However, it gives others a chance to apply and interview. It might bring outside and internal prospects into the picture that management never thought about.

I've been on several interviews where I've been told they have an internal candidate they will probably hire. It makes me angry.... but I know they are required to interview X number of people. I even offered to be the extra warm body to interview for my manager before when an undesirable position came open and they only had 2/3 required interviews.

If companies don't advertise the job openings, they are frequently accused of discrimination, favoritism.

Another thing to keep in mind is there are a lot of placement agencies in Canada, which you don't see in the US. I think the reason behind this is Canadian employment practices are so unethical and discriminatory against minorities and immigrants that without these agencies many companies will be slapped with lawsuits. So these agencies do dirty work for them and cloak everything in secrecy.

this is more of a rhetoric kind of question, but i can't help myself from asking: why is the canadian government advertising the immigration programs? if there are no jobs for foreigners and if canadians won't hire a foreigner (regardless of skin color or ethnicity), why don't they close the programs? i visited this country and i loved it so i thought i'd find a way to immigrate here. i looked into the government website and they were practically welcoming me with open arms. i went to immigration lawyers and consultants and they told me, you qualify and you will be able to find a very well paying job in no time. but all i got in return is being robbed off huge amounts of money and still nothing in my hands, no documents, no job. maybe i shouldn't complain, i did get something in return, when i was looking for a job i was told that even though my qualifications were impressive they couldn't even consider me because i was not chinese!
i am very disappointed. i expected canada to be a country of equal opportunity and no discrimination, but it seems like it's anything but.
sorry for the rant people, but this is my personal experience. everyone has a different experience and different point of view on the matter (this is my disclaimer :D). you could say: why do i still bother with canada? because right now, the way things are in my life i have no other choice. :(

Same here, and I cannot for the life of me understand why Canada has such a good reputation globally for the most part.... Very shocking and extremely disappointing.

Hi again canadiara,

I've been talking to recruiters here and they all confirmed that an employer would NOT sponsor someone unless the person has very specialized skills that cannot be provided by locals. This is especially true for professional/office jobs. For each open position there are thousands of applicants legally entitled to work.

Hey I don't mean to be harsh to you but it's gonna be a long way to come here to work. Maybe you could focus on applying for a visa first and then look for a job.... Does your country have the Working Holiday program? ...sorry I'm not good with this kind of advice.

However if you come to Canada to live, you should stop thinking the way you wrote below.

Thousands of (legal) immigrants earned their PR status after many years (sometimes as long as 10 years to get residency) and then made terrible efforts to move and start over. Bad English is the norm in a multicultural city like Toronto. One has to simply get used to it and respect anyone regardless of nationality/ethnicity. If they're sitting at an office they've also earned that place.
