jewelry in check-in suitcase or in carry-on bag?

Hello everybody:
Happy New Year and all the best in 2014. I have a question, which I hope one of the members on this forum can help me with:
My wife got her PR, and she will be doing her landing in Toronto. I know that she has to take pictures of her jewelry (rings, necklaces, earrings & bracelets) and includ that with her B4 form to process her landing papers. The question is: Should she put her jewelry in her check-in suitcase or in her carry-on bag? Any help would be appreciated.

In her purse or carry on somewhere that's close to her at all times.

If you ever want to see you valuables again, don't ever put them in checked luggage!
