Now they are starting to admit.Hopefully soon they will start to introduce an action plan to achieve it.

Guys don't fall for it. DO NOT believe it until it happens! See, these huge backlogs happened with this same minister's watch since 2006. Did he just wake up? The reason behind his excuses is - word has spread out in the media, too many coverage and he needs to say something to contain it. So he would say anything to get out of those reporters. I would want to actually SEE him put the money where his mouth's at!
