why 35 months? is it because people who are given RQ are third class citizens and did not pay tax?

When we eventually become citizens and are able to vote, I hope that we will remember whether this Tory-led agency which we are so well acquainted with was a) efficiently run b) well managed c) offered dependable and trustworthy information and d) treated clients with respect.
