So I got all the info I needed but I found out I didn't need to submit so this is based on internet research and Japan Embassy:

Needed only if you lived for more than 6 months in the last 20 years

Instead of uploading pcc, upload in writing asking for a letter to be given to the embassy for such request and that you will open the sealed envelope when returned to upload

Book an appointment with the embassy and take the letter with you ( without the letter they wont provide a pcc).

PCC should be done in 1 to 3 months

Embassy to notify you when its complete for you to pick up

Collect the envelope and open the sealed one in order to scan and upload

There should be a space for you to upload letter on

My deadline post iTA ends in couple of days. I applied as primary applicant with no spouse info and didn't know i'd need it. I only realized a day before that we need to provide pcc and medical for non accompanying spouse too. In this case, i have to get USA, Japan, and Indian pcc plus medical. Would you suggest i decline ITA and provide all the papers in next round or should i submit with LOE saying i didn't understand the rules for primary applicant only (because i was under the impression, my spouse can apply next time as primary and do his own thing - no family sponsorship). The best that i can do is, pay and schedule an appointment for Indian PCC, medical and pay and get payment receipt for USA.

I suggest to decline it as it will be rejected with loe. I got USA pcc which is through FBI, you need to get the fingerprints and mail it in so probably accept next ita. For Japan, they have to provide you with a letter requesting pcc for embassy to process it so you will have to wait anyways
