I have no clue on any IRCC offices processing time. Every file is different so, you just have to wait.

Manitoba is assisting with sending test invitations while Vancouver office is busy with FPs and that's the main reason why Vancouver office is super slow in processing the applications. so your primary office is still Vancouver.

in the test email, there is PDF, when you open the PDF the last page has Contact US it will show you the address processing your file

I just received an email with instructions on how to download my e-certificate. How would I update this on the spreadsheet? Is that the decision-made column? Also there have been no changes in my tracker since my LPP was completed. Citizenship ceremony is still not started.
