Having final decision made without anything else is quite normal. You will soon (in terms of IRCC "soon" can be anything from two weeks to few months) will receive more updates and either PPR or a refusal. Since you didn't get procedure fairness letter or interview I would guess it should be PPR.

Well, your case confirms that refusal letters from TRV are just generic copy paste which do not reflect the real reason for the refusals.

does anyone have a strong understanding of CBSA notes? We recently received ours and there was a concern of cultural differences so our file was sent for further review. Has anyone had this note by an officer? If so, did you address it? Did it have a negative impact on application? Was an interview required? Any guidance is appreciated

in the letter it said -

i forgot to mention that before SA, mine was received and processed by Sydney office
