I hope I am the last person in the January 2023 cohort to graduate. IRCC sent me to comprehensive security screening, and fought viciously when I brought them to court. They would not reply to my mandamus actions until the 11 pm on the 10th or 30th day (i.e. 1 hour before the 30 day deadline established by law, 10 day deadline for giving NoAs), but it only took them 20 minutes to ask me to withdraw my mandamus suit after the counterfoil was generated. Before even the visa centre was aware!

If someone renews their passport after receiving a Passport Request (PPR), should they send both the old and new passports to Immigration, or just a copy of the old passport along with the new one?

I suppose, first you gotta update it with IRCC and then they will update it on their backend and then you can send the new one!
