Today, everything else is also completed for me and my wife except for Oath Ceremony.
Don't know the exact timing but we sent the paper application in mid-January; my wife's test status changed to completed on Jun-14th after mine.
Status is still "in progress" for both of us.

Haven't read something like this before for family (paper) applications. Normally all of the applicants get it together.
