Sorry for the question, but what tracker file you are talking about? Also, you need to consider that each process is different so it is not fair to say they are going forward like turtle because sometimes people may take longer to provide the requested documentation or it is simply a more complex process (families with more people, more documents, etc.). Based only in the few examples (without more details) you gave time is varying between 48 and 100 days so it is not possible to identify a pattern.
The min (53 days) and max (100 days) shows the difference between simple and more complicated cases. This is just an estimation. I am not doing an exact prediction. This is a part of a huge information in a tracker which I found that in google. I don't have enough time to enter all
its information here. But, as I checked, all date differences are same as those numbers which you can see in this table. I tried to create a table with most recent information to show the trend.
Also, if you are not ok with "Turtle", I would say rabbit but as everybody knows they are really a turtle.

^You can call them as you want. I just do not think they work slow on purpose. Probably there are a million of reasons to set specifc deadlines and we should be aware that there are things going on that can affect the deadlines.
In any case, this country remains one of the most open to immigration and with the friendliest deadlines in the world and whoever is interested should be aware of deadlines and possible setbacks. If you are not happy with the IRCC service or the deadlines, look for other opportunities, simple as that.

I made this table based on that tracker file. Hope it helps. Based on this table, 3 months could be a regular time between AOR and Decision made date. They are going forward like a turtle. Fingers crossed for having our PR card in hand soon.
Good effort, pls add 1st column of AR date as well.

Posting my timeline here, hoping that it would help y'all. So the entire process took me a little bit over a year, PAL to portal was only a month.
I'm considering myself lucky because cases barely gets this fast from what I can see.

Alberta PNP non EE, Noc C job, paper based inland, single no dependents.

My timeline:
AR: May 7th 2021
AOR: I never actually received AOR email, I don't know if IRCC never sent it or my consultant never forwarded to me, doesn't seems to matter now anyways.
However according to the ECAS they started processing my application on March 9th 2022, so I guess my AOR is March 9th, if that makes sense.

PAL: April 13th, also that was the first time I heard anything from IRCC since I mailed out my application. From VO Sydney

Medical request: April 20th, again e-mail came from VO Sydney.
Did my medical around May 3rd, but medical results didn't get uploaded till the end of May 12th, clinic was busy .... this and that. I had to call and follow up just to make sure they didn't forget about it, I'm glad they didn't.

Portal 1 yesterday May 18th. I was replying it today, hit sent, literally 20mins after, the portal 2 came.

Through the whole process I never got asked for additional documents, also I believe my visa office is Calgary.

Now waiting for copr and pr card but I'm happy with what I've done. And I'm also wishing all of you nothing but the best luck, It's a long and tedious process but it's always worth it by the end.
