Yes, but they will keep my application on hold because my spouse is outland. They said there will be no further progress in foreseeable future due to travel restrictions. I assume, this statement also applies to outland applicants.

Could anyone answer this, while submitting my application, I submitted online report of celpip test which I received after 4 days (the one found in the celpip account), but some are saying that I made a mistake as it should be a scanned hard copy, which is only received after request.
Hey I did the same ...but i dont think it shoul be a pbm as celpip sends a copy to ircc as well if i am not mistaken

I don’t think so , if all your stages are completed you as primary applicant staying in Canada should get the COPR along with your spouse however your spouse can only travel if your virtual landing gets completed .As they would be exempt from travel just because your spouse is Outland IRCC cannot hold your application unless they have provided anything in written as I don’t see anywhere stating the same. @legalfalcon can you please provide your inputs

They have been holding the COPR for more than a year. There are many threads on this website dedicated to this topic. There are several PA (inland) + Spouse (outland) cases that have been on hold since 2019. There are many of such cases who have been waiting for more than a year. We are building a story with the help of media and it will be soon published. We have also created dedicated discord server for this and also regularly tweeting but to no avail. We have also sent a letter to the parliament committee to express our situation and how painful it has become for us. No one is listening and it doesn't seem like anything will happen this year or next year.

There are two issues to this. First, Only after the PA landed, the dependent family can land with them or later. Given that the PA is in Canada and the dependent family members are not, IRCC usually send a PPR to the dependent family member residing outside Canada and around the same time sends a signed and stamped COPR to the PA in Canada.

Secondly, due to travel restrictions, IRCC has put a hold on many such applications since the PA upon getting a COPR, which is signed and effective that date of the COPR becomes a PR, the immediate family member is exempt from travel restrictions and does not need travel authorisation.

IRCC is continuing to sen out COPR and PPRs, but at a much slower pace.

We verified the information on file and can confirm that:

  • Your application is currently being processed at the Case Processing Centre in Ottawa, Ontario.
  • Your application meets the eligibility requirementsunder the immigration program for which you have applied.
  • The security background verification has not been initiated.
  • The criminal background verification has not been initiated.
I’ve read that cpc Ottawa is for only temporary residents and applications from within Canada

I am FSW-O however I have a Covid travel exemption due to my partner being Canadian and living in Canada (for reference, I am classified as "extended family" - info here). I travelled to Canada Dec 2020 and stayed until March 2021 (which is when I completed by medical and biometrics), but had to return to my home country.

I understand from this thread that my application will be "on hold" due to being FSW-O and travel restrictions. But, as mentioned above, I am exempt from these travel restrictions. I am not eligible for CEC as I do not have a work permit for Canada - is there any way that I can be processed alongside CEC due to my travel exemption?

@legalfalcon you seem to have been very helpful to many people in this thread? Any guidance would be much appreciated.

Just because you are exempt from travel restrictions does not help in expediting your PR application. FSW-O applicants are receiving decisions on their applications, but it is very slow and a lot of applications are just on hold.

Thanks for the speedy response - I did guess this would be the case, but just thought it was worth double checking. I will just have to wait patiently to be together again!
