Mine was returned too. I was supposed to be a dec applicant but they said we don't have a receipt. We are 100% sure it was there. , back to day 1 of waiting again
It f-ing sucks! This takes so much mental energy (and sometimes physical depending what you have to go through to produce said application) It just really sucks
Waiting on my express package from my husband with the missing signed documents in it. Would have had them faxed but figured "sign in ink" would have gone with rejection if it was just a copy

Do I have to submit our original certified copy or make a photocopy of it. The original certified copy is all we have. We didn’t have one that was done at birth so we recently got this.

Don't quote me on this (because I'm not entirely sure what you're talking about) But copies are acceptable unless stated otherwise, and if I am correct, this depends on where you're applying from. Some countries need the originals of some documents? I haven't had this as my case, I sent just a copy of both my birth certificate and marriage.
Look into it on the website, it should clear it up more but I am pretty sure it says something like the above on the document checklist itself (and may have a link for you to access on it too)
