January 2020 - citizenship application

Hi All,
I have a question. I live in Toronto Ontario.
So I provided Consent for Q 17.b National Register of Electors in citizenship application.
However 17.c was about QUEBEC's Permanent List of Electors-- I thought its irrelevant to me as I dont live in Quebec so I did not select any checkbox "yes or no" ...
Will my application be considered as incomplete and returned in this case.. please suggest

My PR card is expiring soon. And who knows when the test (or initating online test) will resume while covid case is on the rise again. Does anyone know how long is it taking these days to get a new PR card ?

I am horrified when I read the comments in that news article.
I guess CBC should also highlight the rejections That bring an applicant back to where it starts; based on small shortcomings such as, name and date not printed on photos, or missed signatures.
