Hello Everyone,
This is regarding application for Canadian Passport. The application is asking for references and I am thinking of adding my cousin as a reference ( He doesn’t fall in category of Family as per IRCC website ) but we used to share same home. IRCC says I cannot use someone who is also lives at same address of applicant. He moved to different province around year ago so he has a new address but before that he had same address as mine.
My question is now as my cousin is at different address can I use him as a reference?

On completion of my oath ceremony on 28th Sep, file was closed on 29th Sep, I received my certificate on 14th October and passport application submitted.
Incase this helps, if you submit passport application to a receiving agent (designated service Canada), they will take copy of your oath certificate and give it back to you unlike when you mail your application you must send the original and they will return it to you. if you have kids under 16 applying, make sure to take their birth certificate along, I did not and was asked to go get it so they can sight it and take copies as well. If you want to go the above route, make sure to either book an appointment or find a walk in location - I am told to expect the passport in 30 days. I understand there is a passport forum but I just wanted to share this here just in case it helps someone out there.
