January 2019 onwards Paper Based PR Applicants waiting for AOR/MR/PPR

I have applied for BOWP on July 8th and until now I haven't received my work permit. Online showing they are still processing my application. I've seen people from this thread who applied after me has gotten their work permit. About 2 weeks ago I've received an email from CIC that my final determination of permanent residence interview has been scheduled. Right now I don't know what's going on. Any ideas

As per the status, he received medical request on September 10. So not an upfront medical.

Haven’t received it yet . My buddy with same timeline received it as his pnp is from Winnipeg. Oinp application is taking 3-3.5 months for PAL after MP.
