If you applied for the Provincial Nominee Program on paperThe only way you can qualify for a BOWP with a PGWP is if you have an Express entry application in progress and not a PNP PR application in progress.

Who can apply
To be eligible for a BOWP, you must:
Website says if you have no employment restrictions you can apply for BOWP or am I reading it wrong?
- live in Canada (Quebec not included)
- have a valid work permit that expires in 4 months or less
- be the principal applicant on your permanent residence application
- be approved in principle for permanent residence
- have no employment restrictions as a condition of your nomination
*Your application is “approved in principle (AIP)” if:
- you have received a letter from IRCC stating that you meet the permanent residence eligibility requirements, but
- you still have to pass the medical, security and background checks for you and, if needed, your family members.
