So im INLAND BCPNP applicant.

My AOR is May 1st
MR- 10 Sept
MP - 25 Sept
and I called today, the automated system says that they’re reviewing eligibility requirements and Background check is in progress.

What does that mean?
You should talk to an agent so you'd get detailed information like eligibility, criminality and security status. The automated system only tells you generic things.

Congrats, good to see progress for outland applicantion also. Seems like you didn't got PAL? We are having similar timeline only couple of days difference in AR, waiting for PAL/DM

You passed eligibility but you didn't got PAL?
 
In that case use the webforms to contact, I would say that’s the best way to reach out CIC.
For outland applicants if file is transferred to local visa office then cic could not answer. They will say to contact local visa office.
