When I called I was informed eligibility and criminality was passed and just security that is left then DM.

They don't give any preference to inland or outland applicants. Even though I personally feel inland applicants should be given priority.

In some cases outland applicants that applied at the same time as inland applicants got their PR approved earlier.

Update: just notice I have a ghost update. There are no changes other than under status, "application/profile updated." I am eagerly awaiting my well deserved golden email.

Hello! What about those whose CIC profile shows "latest update: Medical passed" just at the status and whose Ecas shows "Application in process" from "application received" OUTLAND AR 28th January 2019. Should they also be expecting PPR soon?

It means that your file has been sent to the local visa office , it is a good news , means you are closer to getting PPR. GOOD LUCK .
