Funny thing is my eligibility is recommended Pass. I still have no clue why they even asked for those documents because it's the same documents they asked ADR and I uploaded the same documents word for word again

I think it should be based on AOR because it's only then that they have officially received the file. By the way, why did you do a paper file?

Actually I applied long back in 2016 and after that monthly draws stopped ..and again in 2017 I submitted EOI and thats how it is..

I think you should change your name to Lord of Patience!
I would have been either going crazy or filed a new PR request already.
Can you file another EOI if one application is in progress?

I don't know if it's possible

But in 2017 they had started to come all online already. You mentioned your file reached them by Nov 2018.
Can you call IRCC and ask if you need to create an online account and link your paper file there. That ways you will have track of things
