Your file transfer was only in April no? so they have only had your file for 5 months assuming you also got Aor2 in April.

In BC since last Sunday, as a visitor since I haven't received my PR yet. Wish they could finalize the application soon so I can start working... Moving to Victoria, BC, this weekend where I have a job as Senior Mechanical Engineer lined up.
Last communications from CIC was Feb 20th. Confirmed today with the call centre that all documents requested have been received and there is nothing I need to do at the moment. Application never left Mississauga and is supposed to be processed there from what I've been told, doesn't really seem like they have been doing anything with it for 7 months though...

I wanted to apply for visitor/ open work permit for my husband while his PR file is in process so that he can come to Canada and stay with me. I am permanent resisent and I have put up his Spousal sponsorship file in august 2017. All online sources says outland applicant will not get visitor/ open work permit while their PR file is in process. Is that true?
Please reply if anyone has knowledge about this.

I'm an outland applicant, Australia, and have been visiting every 2 months as my family has already moved back to Canada and I still work in Australia. No issues, except an explanation (awaiting spouse visa, visiting, return ticket) at the airport the first time I flew in. Since then no problems at all.

I don't know about work permits. But would think a company would have to apply for a work permit to fill a roll versus an open work permit.
