No news still January 2016, review in progress. Any news ? How long lasts "review in progress" ?

Well I just thought about something. It says "Final Decision - Not started" on my CIC profile. And the background check is still in progress. I have also never been able to access e-CAS since submitting my application. My question is, why would they request my passport IN ORDER TO MAKE A DECISION? Aren't they supposed to make a decision before requesting for it? Just thinking...

Yes, normally. They could require additional documents, you never know...
