thanks so much...so that means they have checked the papers already for sponsorship and now they will process the PR in Manila? or what they mean that i ma eligible to sponsor is just that they checked my capability but they have not looked over the whole application?

It means you have been cleared as a sponsor and now the application will go to Manila to evaluate your spouse and the marriage.

All they really did was make sure you as the sponsor were of legal age, not on welfare, haven't committed a criminal offense that bars sponsorship etc. They don't even look at relationship until it gets to Manila.
