jan intake ,Budget and IELTS

I'm planning to apply for MS Computer Science (jan intake). I have selected the following universities
1.University of saskatchewan
2.University of Regina
3.Uinversity of ottawa

I want to know the cheapest one from these.Also approx. budget required for the whole course of study.I was not required to submit IELTS from these universities but I doubt whether it is required for visa.Also ,availability of part time jobs,scholarships.I can get a maximum of 10-15 Lakhs from bank loan.

10th:89.45%
12th:96%
BE CSE: 8.09/10 till 7th sem (waiting for last sem results)

Will I be getting admission in those university with these scores?

Try for university of victoria that is cheaper too

1 and 2 Will be cheaper. YOu can get admission with your marks in those. IELTS is not needed for visa.

University of waterloo asking for GRE score.I didn't write GRE.My only problem is money.so,I'm looking for low budget college.I can arrange around 10-12 Lakhs only.Will it be possible to get any scholarship and get the remaining amount by part time job or co-op?
