In the interest of providing clarity, let's reiterate that PCC is required from each country where one has lived for 6 months or more (in a row) since turning 18. If one has lived in multiple provinces/states within the same country over a period of time, one would still need just 1 PCC from the country as a whole rather than a series of state-level PCCs covering the entire duration of one's stay in the country.
Some countries (India and Pakistan figure most prominently in the forum on PCC discussions so I'm using them as an example) have the habit of provincial police authorities providing provincial-level PCCs as well. These PCCs have proved ineffective and members have reported refusals after having submitted such documents. The problem does NOT lie in the PCC itself - the problem lies in the fact that those PCCs were time-bound and/or geography-bound.
Time-bound PCCs are those which have a certain starting month/year mentioned in the document and vouches for no criminal record from that time. If you stayed in that country before that month/year (after turning 18), your application can be refused because you did not account for the entire time spent in that country.
Geography-bound PCCs are those which have a certain province/state/city/locality/address mentioned in the document and vouches for no criminal record for that address. If you've stayed elsewhere in that country (after turning 18), your application can be refused because you did not account for the entire time spent in that country.
