I am a prospective student to UNBC, Prince george for Masters in Computer Science. I need to apply for study permit under university category and I have some issues regarding this.

"PREFERRED OPTION for proof of funds: Evidence of purchase of a special Guaranteed Investment Certificate (GIC) from a participating Canadian financial institution, in the amount of $10,000 CAD to cover living expenses for your first year in Canada and evidence of payment for your first year’s tuition (two semesters). See information on the following page for information on how to obtain a GIC. As an alternate option, you can fulfill the financial requirement by submitting a copy of the receipt for the first year’s tuition fee (two semesters) AND a copy of an Educational Loan from an Indian Chartered Bank equivalent to $10 000 CAD. See information on the following page for the list of acceptable banks. Copy of receipts for payment provided by the University (pre-payment of first year (two semesters) is strongly recommended)"
I contacted my university regarding this and they said to me clearly that they cannot provide fee receipts. They say that no student has requested this before and only after registering for courses each semester you will be able to pay fees. Registration is done only after that student is present at the University they said . Also they will be having 2% hike in fees every September so they are not ready to accept the full year fees. They said they cant even give the first semester receipt unless i register.
I have emailed about this to the Canadian High Commision and they will be replying mostly by next week. On contacting the Vfs-Canada office in Mumbai their representative said that to add a cover letter stating about this along with my study permit. Also UNBC or any propsective students for other Canadian Universities with Trimester system. Are you showing funds for two semesters or three Semesters ?
Also in The GIC related document its mentioned many times its for SPP institutions .UNBC does not come under SPP category, so still is there option for GIC.
The whole new set of updated rules is confusing and frustrating.
Are any other Jan 2013 Graduate students going to UNBC here ? Or students going to any other University what are you doing about this ?
