Jan 2013 applicant -Received my GCMS today- Help required

Hi friends,

I am Jan 2013 Applicant and received my GCMS note today.here are my time lines..
App filed: Jan 24,2013
AOR : Mar 05,2013


GCMS note: As on 18th Oct,2013,
Eligibility : not started
Criminality: in progress
Mr: not started.
I applied when I was working in india and came to Toronto last month...
I am little worried that my eligibility is not even started.. many people from Jan are received MR.
Is it expected?..anybody from Jan are in the same stage?

Please help...

Application status is OPEN
Application status reason: IN PROGRESS.
