Jacket for Vancouver

Considering that Vancouver (where I am landing) is not as cold as Montreal or Toronto, will a Decathlon 3-in-1 rain cum cold jacket available in Bangalore work? The product is advertised to work upto -10 deg C. Does anyone own this and is it any good for BC weather?

This should be good and you can add layers underneath - waterproof is important as it rains a lot! But yes not that cold and it doesn't snow that much in Vancouver. You will likely end up with multiple jackets anyway

something that blocks wind and rain. doesn't have to be the 800$ northface one.
