it will be fine even if you input exactly 11,931 CAD. But 12,000 is better because of currency fluctuations presuming you aren't showing POF in Canada.

3. Is POF required as per the amount I state on my EE form or can that vary a bit? For instance, if i state i have 16K , then do I need to produce proofs for 16K [exact]? I think the answer here again is yes, whatever you submit on your EE profile.
You can claim to have more funds than necessary but it will be irrelevant to CIC. You will have to show your POF as equivalent or more than what you declare in your EE profile. If you declare more than the required funds in your EE profile but still are able to show only 11,931 CAD if and when CIC wants to see your POF, that will still be fine.
However I just want to know if to be safer, i should state slightly higher funds than the minimum requirements as per the table.

Not necessary at all. Go with 12,000 CAD. Not worth keeping more hard-earned money than strictly necessary in a bank account for CIC's benefit.
