ITA submission without PCC

I have to submit my ITA application in 2 days but my PCC is still not issued and i applied for it almost 2.5 months back. Can I submit the ITA application with my PCC receipts for now?? Is there any buffer time provided for such a case to provide PCC? Can someone suggest me the way forward??

If you have no coice submit a letter of explanation that you still waiting for it and it is much better if you attached any proof that you requsted it along ago like a receipt or traking no.
