Hi guys, quick question, do you need to pay biometric fees separately or it’s included with 1365 dollar? If so, where do you pay for it ?

Don't trust consultants, they don't know anything. In this forum, we even caution against RCICs(consultants are very ill-informed compared to RCICs) as they've been known to make the same mistakes too. I've no opinion about upfront medicals here, but consultants are generally a big no (unless they are a Canadian lawyer).
Hi Boss. If we don't do the medicals upfront and wait for them to ask for it, will it delay the file further? Would love to know your thoughts.

You are a September AOR, you are not "delayed". We don't have the visibility inside of IRCC's operations and poor correlations only hurt in the long run :)
I understand, it's very hard to speculate why some applications are processed faster than others, it's just the impatience that sometimes gets the best of us :)

VFS global is asking to upload first page of the bil, SHOULD I Split the pdf or upload it as it is?

Thanks! One more thing please.. It just occurred to me that I have answered "Yes" to 2 statutory questions, the previous visa refusal (not Canada) and if I was asked to leave a country (not Canada).
Any idea if that would automatically trigger a "Review Required" hence a possible delay?
And if you, any idea what's the recent trend in duration for such reviews?

tbh, that might require additional verification, but it won't consume significant time as these rejections have no bearing on your PR application. Review required is pretty common for most people tbh as most applications when finished has to be reviewed by an officer before a final decision is made.

You are very unlikely to face any issues due to those two statutory questions.
