I don't know if my speculation is correct but seems like the ITA is going out starting from score of 434 and gradually up ..
Like people below 440 are getting all the invites, then eventually it will go up til all the invites send out ?

That's my observation too. I'm at 440 and no ITA which would let us to conclude that the ITA start at the cutoff and proceeds upward
