IT Professional seeking help for applying PR

Hello fellows,
I have recently started taking interest in applying for Canadian PR. More I read, more I am getting confuse. Hopefully I can get some pointers and help from people here who are having procedure knowledge.
I am having 14+ years of experience in Infrastructure Support UNIX, in simple way I can say System Admin/Consultant. I worked 12 years in India and now working on L1B visa in US from same company from past 2 years. I am staying with my wife who is non-working. I have B.Sc. degree and year of birth is 1977. I started checking on this like - http://www.cic.gc.ca/ctc-vac/cometocanada.asp and it says you are not eligible. Am I looking at right link or filling some wrong detail which end saying "NOT ELIGIBLE", which I not able to understand, where it failed. Can somebody guide me, if it correct link to check eligibility ?
It was my first trip to US and 5 months back I came to Canada on visitor visa for 6 days. So that means, I have L1B visa of US and visitor visa of Canada on my Indian passport. I do not have IELTS.

I checked with one of my friend about applying with help of lawyer. He said, it can be 5000-1000USD. Is it really that expensive just to gather/arrange/apply on my behalf ?

Thanks. A quick review shows me that I can be eligible. While going through link given, it states - "As of May 1, 2014, there is an overall cap of 25,500 for new federal skilled worker applications. This includes a cap of 500 applications from PhD students. There are also sub-caps of 1,000 for each of the 50 eligible occupations. The caps do not affect people with a valid job offer. These are the last applications we will accept under the current system before Express Entry launches in January 2015".
Does it mean that as per my profile, I will not be able to apply and should wait till they will open applications again ?

Yes, if the cap for your primary NOC (occupation under which you're going to apply) is full you need to wait till Express Entry 2015 starts and apply under this programm.

So is that mean, I still have scope to apply for PR in this category ? I have been working as Unix professional from past 14 years.

Hello Abhi,

1. You can apply under NOC 2281 as long as your job duties match closely to the job duties of a Computer network technician as stated below:

Computer network technicians perform some or all of the following duties:
-Maintain, troubleshoot and administer the use of local area networks (LANs), wide area networks (WANs), mainframe networks, computer workstations, connections to the Internet and peripheral equipment
-Evaluate and install computer hardware, networking software, operating system software and software applications
-Operate master consoles to monitor the performance of computer systems and networks and to co-ordinate access and use of computer networks
-Provide problem-solving services to network users
-Install, maintain, troubleshoot and upgrade Web-server hardware and software
-Implement network traffic and security monitoring software, and optimize server performance
-Perform routine network start up and close down and maintain control records
-Perform data backups and disaster recovery operations
-Conduct tests and perform security and quality controls
-Control and monitor e-mail use, Web navigation, and installed software
-Perform shell scripting or other basic scripting tasks
-May supervise other workers in this group.

2. Have you gotten your degree evaluated by the approved bodies? I personally recommend World Education Service (WES). I used WES and they delivered.

3. Have you booked or written your language test exam? Only IELTS General and CELPIP General are approved.

You should give priority to points 2 are 3 above as they are potential time consumers i.e. it takes some time to get them done. So whether you want to apply under the current FSWP scheme or Express Entry, start processing your documents asap.

There are few things which are necessary to send with the application
1) IELTS
2) ECA
3) Proof of Funds
4) Experience Letter
5) Police Clearance (Recommended but not Necessary in this stage)

There are few more things which you can read on the CIC website,
I have mentioned only those things which takes 90% of time.
