Hate to be a doom monger but i just got rejection letter from CIC London and I have all the required competencies for NOC0213.
I have sent email to London to ask why. The official letter from them said that i did not have the competencies but I supplied descriptions with references for 5 of the 6 key functions.

My timeline was:

We received your application for permanent residence on October 17, 2008.

We reviewed your application and sent you a letter on April 15, 2009. Please consider delays in mail delivery before contacting us.

We transferred your application to the London England office on April 21, 2009. The London England office may contact you.

Your application was reviewed and we started processing on August 21, 2009.

A decision has been made on your application. The office will contact you concerning this decision. (Dec 2nd)

If you qualify under 0123 then you should apply, don't hang up on other with a weaker case. CIC will judge your case based on the merit.

My experience as an IT systems manager is 15 years total.
The main duties for 0213 are listed as follows:

* Plan, organize, direct, control and evaluate the operations of information systems and electronic data processing (EDP) departments and companies. I matched on this one

* Develop and implement policies and procedures for electronic data processing and computer systems operations and development. I matched on this one

*Meet with clients to discuss system requirements, specifications, costs and timelines. I matched on this one

*Assemble and manage teams of information systems personnel to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems. I matched on this one

*Control the budget and expenditures of the department, company or project. I partially matched on this one

* Recruit and supervise computer analysts, engineers, programmers, technicians and other personnel and oversee their professional development and training. I partially matched on this one

Got to say i'm at a loss. I did a 3 year Diploma which was a degree equivalent in printing technology then a further 2 Open University courses in Information Technology and Society and Object Oriented Programming. I also had solid references from my previous employers.

The wording of the rejection letter was as follows:

"You have indicated that you have work experience in an occupation with the following NOC (National Occupational Classification) code(s): 0213 Computer and Information Systems Manager.

Although the NOC code corresponds to the occupations specified in the instructions, the main duties that you listed do not indicate that you performed all of the essential duties and a substantial number of the main duties as set out in the occupational descriptions of the NOC. I am therefore not satisfied that you are a 0213 Computer and Information Systems manager.

Since you did not provide evidence that you have work experience in any of the listed occupations, you do not meet the requirements of the Ministerial Instructions and your application is not eligible for processing."

Tough luck, 15 years in IT- One should think that is decent qualification but i guess requirements in these current times are much different.

My understanding, based on your post and judgment, the lack of formal IT education derailed your case, if that is the case then you can go for 2 year degree program and apply again - Good luck.

To help folks, can you share the text from refusal letter?
