it is June 1st, but the system doesn't accept me for an online application

Hello,
it is June 1st Smiley
I am a visiting PhD student at the University of Calgary (in the designated learning institutions list),
I supposed to become eligible to apply for a study permit from within Canada,
the system is updated and the list is issued,
also a new question has bee appeared in the online eligibility questioner "have you been accepted at a designated learning institution ?"

HOWEVER,
THE SYSTEM DOESN'T ACCEPT ME AS AN ELIGIBLE APPLICANT Sad
1- may be the system need to be updated on Monday, after the weekend,
2- may be my case is allowed to apply on paper ONLY ?
3- any other reason ?
I urgently need to get my study permit asap,
can anyone help ? thanks

by the way ...
they also mentioned that the new application form will be available on June 14th, and any application submitted using the current application form will be accepted before June 14th without any negative impact

The system probably won't be updated until tomorrow. They don't work weekends. I would check again on Monday.

Yes there is, what is your reason?

well,
my wife is about giving birth,
her expected time for delivery is July 4th,
however, the delivery may happened before this date,
if I got the Study Permit before delivery I will be covered by AHCIP and hence, saving around $18,000 that I will pay if my baby came while I am a visitor
I know that may be not a reasonable reason from CIC's point of view, but I strongly need to try
the delay came not from my side, I was waiting for the regulation change, and I expected that the online application will solve the problem,

This is not a valid reason. You knew at least 7 months in advance that she was going to deliver, therefore this is bad planning.

The delay came from your side completely, you were WAITING, that is again bad planning.

Regardless, basically your case is an immediate refusal. You are asking CIC for permision to charge tax payers for your delivery expenses. How does this even make sense from any Canadian point of view?

Argh.... I should read really more carefully the OP. I was giving you answers based on the belief you wanted a TRV not a study permit. Sorry for this.

I applied for TRV within Canada (with a valid study permit) on April 13, 2014. I had to fly to UK on May 20, 2014. I only got to know this on April 10, 2014. Now, I am already in UK, so waiting for the TRV processing.

CPC-Ottawa and London Immigration Office told me that I can print my visa in UK.

Urgent processing has to be requested at the time of application submission. If you want to request urgent processing now then you will have to withdraw the current application and then resubmit your paperwork. I think that waiting through the normal process is way faster atm, as there is no guarantee that the request will be accepted.
