Hello,
it is June 1st :)
I am a visiting PhD student at the University of Calgary (in the designated learning institutions list),
I supposed to become eligible to apply for a study permit from within Canada,
the system is updated and the list is issued,
also a new question has bee appeared in the online eligibility questioner "have you been accepted at a designated learning institution ?"

HOWEVER,
THE SYSTEM DOESN'T ACCEPT ME AS AN ELIGIBLE APPLICANT :(
1- may be the system need to be updated on Monday, after the weekend,
2- may be my case is allowed to apply on paper ONLY ?
3- any other reason ?

I urgently need to get my study permit asap,
can anyone help ? thanks

by the way ...
they also mentioned that the new application form will be available on June 14th, and any application submitted using the current application form will be accepted before June 14th without any negative impact

Yes. It maybe that you are not allowed to apply online.

from link find out if you are accepted to designated institution, then answer the question and i hope it will work.

if you were not accepted to designated institution then, i am sorry, but you cant get study permit.

I phoned the CIC's call center now about the online application,
I shocked,
they told me that:
as a visitor, to apply for the 1st study permit, I have to send my application by paper to an office outside Canada,
so, what is the effect of regulation change?

1- I am a visiting PhD student in an academic exchange,
2- I've been accepted in the University Of Calgary (a designated Learning Institution)

[Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.]

I got confused again,
