Good Topic, My brother is Toronto says there are lot of opportunities for consultants and techies than generic project managers. Also project managers are preferred when they are PMP certified. Technical certifications are of great value to get you a job faster.
 
I've applied for several dozen IT jobs (analyst, programming, systems Administration etc) but haven't heard from any of these. I don't know if I'm over qualified (25 years experience), under qualified (lacking certificates), immigration issues (since all my education and work experience is from the States), or there's lots of unemployed IT people that look better. But I'm still hoping to get in....

That is reallydiscouraging for all of us.

I wish and hope you would get good job soon. I heard that people there would not get interview calls unless or untill you don't show some kind of Canadian exp.

Yaa I know it would not be easy and will take 6-8 months to get good job and settle there fully. Initial 4 months would be very important .
I have some friends working in IT in Toronto.

According to one of my friend:

Important part for your job search would be interview calls . If a person gets call for interview that means half the battle won and rest half would be on person's skills. 4-6 calls for interviews in a month would be good enough to get a good job in 2 months. But some times its difficult to get a single call in two months and there the person can frustrate when things do not move

One of my friend who went as a immigrant in 2007, he told that chances of getting interview calls depends on How well your Resume is written.Also you should have certifcations OCP,PMP etc.

One thing is for sure that we have to try for developer jobs first and then look for better options.
If we are expecting Manager jobs from the begining, it would be tough .
Concept of manager in Canada is a person with 15+ years of experience.

I have worked in canada in 2006,i have seen that getting a jobs as developer /Sr. developer is easy.
Also what matters is you skill set, if you are Oracle ,Java developer ..then their are many people available in local market.
If you have niche skills chances are better.
If you have Experience in BIG US MNC, that would also help.
I have seen people with 20 years of exp. working as Sr. developers.

Personally i am ready for developer /Sr. Developer postion to start with.
I am a PMP with 13 years of IT experience and 5 years of project management experience.

I am planning for July but, still not sure as this point of time. I will keep you guys in loop about my plan.

Thanks for sharing the detail . I fully agree with you that we have to settle for less initially. I am having 9 years of IT exp and working as a Project Lead.
