Issues getting a SIN after becoming a PR

Apologies if this is the wrong forum.

I'll try to keep the fact short:

- Had a temporary work permit (working holiday), the SIN + work permit expired, then I married my spouse and we filed for PR.
- Everything went fine, became PR (outland process, but I was already in Canada, so we opted for the appointment) on February 10, 2016.
- Changed my last name to my spouses last name during the interview, received a new CoPR with new last name.
- Applied successfully for Health Card, provincial ID, received Health Card already.
- Currently waiting for PR card

Now, I've tried to apply for a SIN multiple times, and every time I've been told the same thing at Service Canada - they can't "validate the information from my CoPR with Immigration Canada". I don't know if this means that their information is wrong, if they can't retrieve it, I haven't been told anything.
They're also saying they are trying to change the status from a temporary (starting with 9) to a permanent one. I've asked them if its possible to just give me a new one, but they say they "have to do it this way".
Called the CIC Help Line after the first visit, they told me they contacted the office where I had my appointment and I should wait a week. Waited 7 days, went in to Service Canada, same issue.
Called another help line which they gave us at Service Canada, they told us we could do an "express paper work application" if we ask at Service Canada to fax it.
The person we went to was kind of confused as they never heard of it, but after calling the same number, they got it confirmed and faxed a copy of my CoPR and the complete paper application.
I've been told it might take a couple days, so now I'm stuck waiting that wherever they faxed it, they can "validate my information".
My question is now, if for whatever reason this still fails, what options am I left with? I have a feeling even if I waited for my PR Card, they would still give me the same answer.
I don't know if there is actually an issue or maybe their computer systems are not working correctly, they barely tell me anything. Do I have to keep calling the CIC Number and hope I get someone who is willing to investigate this further?
So far my experience calling it has been somewhat unpleasant.
Truth be told, I have had less issues with anything when I was a temporary worker..

I really appreciate any help or kind words.

Was your PR application inland or outland?

If it was outland, then they should process your SIN application using the visa stamped in your passport + COPR — at least this is how it used to be back when I did it. I applied for my SIN the day of my landing. Only one or the other didn't suffice, it needed to be both visa counterfoil + COPR.

If it was inland, you might have to wait until you receive your PR Card.

It was Outland. I've brought all the papers with me, the stamp in my passport has the same information as my CoPR etc.
Basically they're saying that yes, your information looks valid, but our systems can't confirm it.

It is definitely the correct way that they change your temporary to a permanent one. This is very important and also in your interest since the SIN change will be reported to the Canada Revenue Agency automatically so that all benefits (like TFSA, RRSP) and all previous tax paid gets transferred to your new file correctly.

So it is indeed correct that they insist on changing the current one and not just give you a new one. If they did that, you would have many problems later.

It might very well be the name change that caused the problem, i.e. maybe they have your old name in the system and kind find you under your new name or something...

Okay, thats good to know. Yeah, I've mentioned that and they've tried it with different information (different last name, maybe switched birthday, etc.). But I recall her saying that even the Document No. or UCI (I'm not sure which one they have to use) wasn't coming up. Maybe they thought it was an inland application during the PR interview and now I have to wait until I receive my card? I'm not sure. I guess all I can do is wait and see what the faxed application turns into.
