Issue with CAQ

Hello,

Due to certain problems, i was forced to apply for CAQ by post (no online applications).
The CAQ was issued a month ago, but I am unable to receive by post due to the COVID-19 situation affecting postal services.
The immigration office is refusing to send it by email due to "security reasons".

What are my options ... I'm about to lose my scholarship only because of this.
Please help.

There should be a copy of it uploaded to your immigration quebec account. Check there.

I do not have an account. I applied through post only by filling printed forms.

Try calling them then. And explaining on call.
